Fantasy humanoid Challenge 3

Goblin Chieftain

A goblin chieftain leads a group whose safety and livelihood depend on quick decisions. The chieftain may come from a respected family, rise through cunning, or earn authority by defending the band. The leader lives in a protected part of a cave camp, ruins, or an abandoned mine. Supplies, important information, and objects others recognize as signs of rank gather around this position.

The chieftain is a more intelligent and influential opponent than a lone goblin. The leader knows the group's needs and can use both fear and the hope of reward. A chieftain may decide independently or hand over loot to a stronger patron whom the group cannot afford to disobey. Supplies, safety, and maintaining authority are central concerns. Violence toward neighbors may be a choice or the result of pressure the party does not yet understand. Relationships with guards, families, and other important goblins reveal the real foundations of the chieftain's rule.

Chieftain's Orders strengthens one goblin ally's attack each round while the chieftain is conscious. Once per battle, Cunning Dodge increases defense against a declared attack. The party can discover whose support sustains the leader, interrupt the supply of loot, or offer a solution to a shared threat. Negotiations should account for the chieftain's need to justify an agreement before the band. Defeating one leader alone may not remove the hunger, fear, or patron that caused the conflict.
